Why do I get the message "Error[143]: Failure in accessing the license file" when I try to apply my license file?

Symantec AntiVirus is found to be running on the PCs in question when this error occurs.  By disabling the AntiVirus prior to applying the license, the License Wizard is able to access the file correctly. This error will also present itself in Windows 2008 and higher OSs when the Licensing Wizard is not executed with full privileges by right clicking and selecting "Run as Administrator".
